Philippine terminal fee + travel tax

Here’s a lowdown on fees that you might have to pay at airports in the Philippines. Followed by helpful tips about individual airports.

What is the terminal fee?

You need not worry about the terminal fee if you are going on a domestic flight, flying via Manila Airport or arriving in any airport in the Philippines. The terminal fee should already be included in the flight ticket price upon booking.

The terminal fee only applies to domestic flights departing from Clark Airport and international flights departing from Cebu, Clark, Kalibo, Davao, Iloilo, or Puerto Princesa (basically, all international airports outside Manila).

The airport terminal fee or “Philippine passenger service charge” (DPSC) is an airport tax/exit fee for passengers departing from airports in the Philippines. The terminal fee ranges from P50 to P220 per person for domestic flights or P600 to P850 per person for international flights. Overseas Filipino workers (OFWs) are exempted from paying the terminal fee.

What is PH Travel Tax?

The Philippine travel tax is a fee imposed by the government for Filipinos traveling abroad. The full travel tax is P1,620 for passengers on economy class plane tickets and P2,700 when flying first class. As stated by Presidential Decree 1183, Philippine citizens have to pay the appropriate travel tax, regardless of the place where the airline ticket is issued or the form of payment.

You need not worry about the travel tax if you’re a foreigner traveling in the Philippines on a short visit or simply transiting as this fee only applies to citizens of the Philippines, permanent resident aliens and non-immigrant aliens who have stayed in the Philippines for a period of not less than one year.

These individuals are also exempted from the travel tax: Overseas Filipino workers (OFWs), infants (2 years and below), and Filipino permanent residents abroad whose stay in the Philippines is less than one year. PH Travel Tax Online Payment

Selected airlines including Cebu Pacific offer the option of paying the Philippine Travel Tax online on their website. This is highly recommended if you want to skip lining up at the airport. You can also pay the travel tax online on the TIEZA Online Travel Tax Payment System (OTTPS) website.

Manila-NAIA International Airport (MNL)

The terminal fee is not collected at Manila Airport for domestic and international flights. The terminal fee should already be paid for / included in the plane ticket price, at the time of booking.

How to go — The airport is located in Pasay and Parañaque, Metro Manila. To get to your destination in the metro / city center, you can either ride a taxi or shuttle.

By taxi — Go on a yellow metered airport taxi or the fixed-rate coupon taxi. You can also use Grab (mobile app) for safe and convenient rides. If you’re a first-timer in Manila, do not get the regular white taxi because they are known to overcharge passengers with exorbitant prices. Metered taxi rates and travel time vary greatly depending on traffic jams, which is an almost certainty, and distance to your destination.

By shuttle — To get to the MRT / LRT train station, you can ride the airport shuttle bus (P20 fare) from Terminal 3. To get to other parts of the metro, check out the new UBE Shuttle Bus System.

By train — The MRT / LRT train network in Manila is not connected to the airport. You have to go by shuttle or taxi to the nearest station, LRT-EDSA Station / MRT-Taft Station.

How to go between the terminals — There is a regular shuttle service that loops around the different airport terminals (Terminals 1, 2, 3, 4) including an air-side shuttle (available only for passengers on connecting flights) and an exclusive air-side shuttle for Philippine Airlines passengers.

Mactan–Cebu International Airport (CEB)

The Cebu Airport passenger terminal fee is P850 per person for international flights. If you are on a domestic flight, the terminal fee should already be paid for / included in the plane ticket price, at the time of booking.

How to go — Cebu Airport, located in Mactan Island, is around 15 kilometers away from the center of Cebu City. Travel time may take 1 hour or more, depending on traffic jams, especially crossing Mandaue. Without traffic, the drive should take around 45 minutes. 

By airport shuttle — MyBus Shuttle offers convenient and affordable transfers to/from Parkmall, SM City Cebu, SM Seaside City and up to Talisay City. Fares start at P20 per person, per way.

By public transport — By public transport, ride the airport multicab to Mactan Marina Mall. From there, you can find a jeep that can take you to Cebu City.

How to go — Kalibo airport is located near the town center, just 4 kilometers away or under 10-minutes by car. Travel time to Boracay takes around 1 hour.

By shuttle — If you are headed to Boracay, you can either take a 1-hour shuttle or bus to Caticlan Jetty Port, where you can find ferries that go to Boracay Island. You can find them outside the arrivals area or book the trip online easily.

By public transport — Ride a multicab by taking a short walk to the highway or hire a tricycle from the airport. Then, drop off near the bus / shuttle terminal.

By shuttle / taxi / public transport — Ride a shuttle van, taxi or tricycle from the arrivals area. Or, ride a tricycle to Dao Bus Terminal (near Island City Mall). Then, go on a jeepney commute to Panglao.

By ferry — Tagbilaran ferry port is less than 10 minutes away from the airport by shuttle / taxi.

How do I know if the terminal fee is included in the airline booking?

Check the breakdown of taxes and fees on your booking receipt or when booking the flight ticket. The terminal fee is usually labeled as PH Passenger Service Charge, Domestic Passenger Service Charge or International Passenger Service Charge. There’s usually also a corresponding Aviation Security Fee (ASF) and separate Value Added Tax for the terminal fee.

Do I still need to pay the terminal fee, even after paying the travel tax?

Yes, the terminal fee and travel tax are separate fees. If you’re not exempted, then you need to pay both.

Do I need to pay the terminal fee and travel tax when I arrive in the Philippines?

The airport terminal fee and Philippine Travel Tax does not apply to arriving passengers.
